 This year (2013), due to abnormal climate, bees could not collect enough pollen which led to the
decline of production of honey. The amount of honey was low, so its
price soared. Because of this, when we visited “Mr. Honey,” Chang-Tian Wang, we found there was hardly any honey left in his store. He
also indicated, “the production of honey is low this year, so we
almost have no stock.” He reminds consumers to be cautious when purchasing honey, otherwise they might buy fake one.
Locally Produced High Quality Honey is Born
 A jar of good honey is worthy of more applause. “Mr. Honey” retains the spirit of his traditional family
bee raising business and persists in producing and marketing honey
himself to let consumers enjoy
the product without any worry.
Moreover, the process of production is recorded, and his honey is scientifically examined to conform to international honey
standards. Each jar of honey is marked with a valid date,
collection date,collection amount and place of production.
Mr.Honey has paved a new road for local high quality honey.

New Horizon to Create New Value for Honey
 Being the third generation of a bee raising family, to pass
on and establish the family
business, Chang-Tian Wang
spent two months to conduct market research to thoroughly comprehend the current
situation and quality of bee raising business in Taiwan.
During the survey, he discovered that his products did not
stand out, so he thought the first step was to create two
images, “simple&healthy” and “environmental protection”, to produce only quality goods and target the consumer group
who pursues life quality.

 Because the planning and design of his commodities are
precise, Mr. Wang became well-known in 2011 Taiwan
International Cultural and Creative Industry Expo, and he
was highly praised in 2012 Taiwan Souvenir and Handicraft Show.

 Many people dare not to be brave for themselves once in
their life! However, “Mr. Honey” treats tradition with new
perspectives and different horizon, and he was courageous
to change traditional bee raising business to make hidden
and unknown value be seen and to create a different career

Fa-Sheng Chen of Zhubei City—Dedicates His Life to
Growing Rice for Six Decades
  Fa-Sheng Chen (Uncle Fa-Sheng), the leader of the first production and marketing
division of excellent rice in
Zhubei City, has been
dedicating his life to growing
rice. He has won the
championship of Zhubei City rice quality competition for
many consecutive years. In 2013, he was awarded national “Taiwan Best Rice,” and to appreciate his dedication to
growing rice for sixty years, Jing-Chun Qiu, Hsinchu County Magistrate specially conferred him the tablet of “Glory of
Hsinchu County” to approve his achievements.
Being Third Generation, Hopes to Pass on from
Generation to Generation
 Mr. Fa-Sheng Chen, from an
agricultural family, sacrificed the
opportunity to study and grew rice with his father because he came
from a poor family and he wanted to let his younger brother study. It was very difficult at that time, but now
he has seen his brother graduating from college and earning his
doctorate, it is hard to describe how gratified he is.

  Having growing rice for 60 years, from his father's
instruction to his natural talent, he has never thought about
winning certificates of award and trophies. However, the
competition of Top Ten Classic Rice has proved his endeavors. Mr. Chen said with a touched feeling, “I have finally made some accomplishments to elaborate my father's spirit and continue it.
  Wen-Chi Chen, son of Mr. Chen, who runs a rice husking
factory was proud of his father's award. The father and the son
have been taking care of their paddy fields for a long time and
devoting to agriculture. “The award I received today is the best
reward to approve what I have made efforts in my lifetime, but I am happier to see my son pass on the spirit and techniques of
cultivating rice. This is what I truly want to see,” Mr. Fa-Sheng
Chen stated happily.
Courageous to Plant New Breeds and Willing to be
Experimental Farmer for Farmers' Association
  The rice Mr. Chen grew for the competition was “Taoyuan No. 3,( 桃園三號)” and he chose a fallow
land to grow the rice. He said that
the land revived quickly and had
sufficient nutrition, it was the key to win the award. Of course he pays
great attention to solar terms, and he said that during these 60
years, he always transplants rice seedlings after “the waking of
insects (third solar term of a year)” because three days after “the waking of insects,” the weather will be good and suitable for
transplanting rice seedlings. In addition, with reasonable
fertilization, he can grow good rice. He truly deserves the award
of Top Ten Classic Rice.

 What is more precious is that during the six decades, he does
not pursue quantity, and he has the courage to grow new breeds
and is willing to be an experimental farmer for farmers'
association. He constantly requests Dr. Zhi-Wei Yang of Taoyuan District Agricultural Research and Extension Station for his
suggestions, and he leaves wider intervals when transplanting
rice seedlings, so he grows plump rice with uniform color.
How can people not be touched by his spirit of one is never too
old to learn?

Li-Shu Lu of Bade City—Outstanding Achievements
with Numerous Awards
 The selection of Top Ten Classic Rice is an annual event in rice industry, and it is a good moment to witness the dedication of
farmers to rice cultivation. The event is loved by farmers, and in
recent years, it has even further urged farmers to value the
quality of rice, which elevates the quality of Taiwanese rice and
Taiwan’s status and image.

Frequent Winner in Bade Classic Rice with Taro
Fragrance
 Mr. Li-Shu Lu of Bade City
has won the championship of Bade City rice quality
competition among townships
in 2009, 2010, 2012 and 2013, and he is a frequent winner in rice competitions. In 2013, to everyone’s expectations, he won the award of the National
Top Ten Classic Rice, which is precious!
 “There is a story behind each grain of classic rice,” said
Mr. Li-Shu Lu. Taoyuan No. 3 rice received the guidance of technology transfer from Taoyuan District Agricultural Research and Extension Station and educational training of reasonable
fertilization in the very beginning. The land was also strictly
selected to avoid polluted water source and land and to
cultivate excellent quality rice with great smell, look and taste.

 From February 26 when rice seedlings were transplanted to
July 10 when they were officially harvested, Mr. Lu paid
attention to the entire planting procedure. He said, “classic rice can only be planted at good timing and with favorable
geographical conditions and when it is supported by people.
Although when it was reaped this time, it was messed up by a
typhoon, I meticulously observed the growing of rice every day. After transplanting rice seedlings, I did replacement planting
and weeding in my paddy field. Forty-five days later, I began to dry the field, discharge water and spray a little amount of
fertilizer twice (Taifei No. 1). At the middle stage of rice
cultivation, I dried the field again and kept water in the field
until the reap period. Only if one pays attention to each detail in cultivation, can he grow sparkling and translucent classic rice
with tasty and chewy texture and with taro fragrance.”

Ming-Sheng Chen of Yangmei City—Concentrated
Cultivation and Dedication Approved
 This year (2013), 1,504 farmers from 14 counties and cities
and 51 townships participated in the rice quality competition,
and for the first time, the preliminary contest of townships was divided into two groups, “fragrant rice group” and “non-fragrant rice group.” 61 contestants were selected from the two groups
to attend the selection of “Top Ten Classic Rice.” Mr. Ming-
Sheng Chen, a farmer in Yangmei City, grew excellent Tainong No. 71 rice which won the top ten rice award. It was
unprecedented for him to get such an outstanding
accomplishment!

 When interviewing with Ming-Sheng Chen and his family,
we could always feel that the entire family was very excited about winning the honor of
2013 Top Ten Classic Rice,
and that their joyful
expressions could not be hidden.

 In the interview, we wanted to ask Mr. Chen to share the
tips of planting Tainong No. 71 rice with other farmers.
However, he indicated that he did not think he would have
won the award when he planted Tainong No. 71 rice, and
that he did not grow the rice to participate in the contest.

 He mentioned that he just emphasized the management of his
arable, and that he made all his efforts to cultivate each rice
seedling. What he wanted in the very beginning was to let more
people enjoy tasty and chewy rice.
 Mr. Ming-Sheng Chen said that if a farmer wants to grow
excellent rice, he has to put effort into it because there is no
secret and shortcut to success. As long as one cultivates rice
with dedication, implements reasonable fertilization and safe use of pesticides and obeys regulations on safe harvesting period,
he can grow healthy and safe rice with excellent quality.
 Finally, father, mother and wife of Ming-Sheng Chen said
happily that their dedication to farming eventually paid off today. They were content with the annual event of Top Ten Classic
Rice held by Council of Agriculture, Executive Yuan, and they
were grateful to the council for providing them the opportunity to witness their endeavors!

Yu-Cheng Chuang of Pingzhen City—
Earnest and Diligence Approved by God
 Yu-Cheng Chuang, a 52-year-old farmer of Pingzhen City,
signed up for the selection of “Top Ten Classic Rice” of Council of Agriculture, Executive Yuan, last year for the first time, and
he was on the list of top twenty. This year was his second time
to participate in the event, and he won the top ten award, which is very precious! Yu-Cheng Chuang said that God was moved
by his endeavors!
Tough Climate Change Conquered by Excellent
Skills of Rice Elite
 Yu-Cheng Chuang indicated
that each farmer has feelings to
their arable, and that they know
clearly what components are in
their soil and what crops best suit the soil. He tried to cultivate
appropriate crops for his land, and he adopted natural farming to grow Taoyuan No. 3 rice. He used less chemical fertilizer and more organic fertilizer and sprayed
less pesticide to cultivate predators of pests. He enlarged the
row spacing and intervals of rice seedlings to improve
ventilation.

 He paid attention to the use of nitrogenous fertilizer and water
management, so there was less natural blight. In the middle and
later stage of cultivation, he valued the use of phosphate and
potash fertilizer even more.A little rain one week before harvesting made rice more sparkling and translucent, and this was his secret
of winning the award this time.
As You Sow, so Shall You Reap
 In the interview, he said sincerely that in the first stage of
cultivation, his rice was struck by cold weather, rice blast and a typhoon, and he thought it would be difficult for him to squeeze
into top twenty, but he was thankful to God for caring about him at each stage of cultivation.

 He remembered that this past May and June, after several
days of rain, it was sunny and hot, and he was worried that
unstable weather would make rice in ripening period wither and
immature. He thought about requesting his children to sprinkle
water to lower the temperature in the field, but soon after it
started raining. A typhoon was about to hit before harvesting, so he wanted to harvest the crops before it came. However,
combine harvesters were too popular then, so he had to wait
until the typhoon left. It was fortunate that the typhoon did not
have a big influence on Taoyuan No. 3 rice. Nevertheless, he
believed that he could have reaped the rice earlier, it would
have been chewier! He was really grateful to God for seeing his earnest and endeavors and for letting him become one of the top ten this year.

 Finally, he wanted to encourage each farmer that as long as
one works hard, he can cultivate crops on his land sustainably
and live in harmony with Nature. He shared with everyone his
results and honor of meticulous cultivation.

Bai-Ke Chen of Houlong Township—Dream Post
The 1980s Generation who Dares to Dream
 Bai-Ke Chen, a farmer of Houlong Township, Miaoli County, is a member of the grain production and marketing division in
Houlong Township. He chiefly grows Tainan No. 5 black soy
beans, and he has been selected 2013 “One Hundred
Professionally Guided Young Farmers” of Council of
Agriculture. Regarding the honor, Mr. Chen said, “I am not
dreaming. My dream has come true.”
Good Timing for Agriculture and Pursuit of Dreams
in Youth
Successfully Makes Great Achievements
 The project of “Good Timing for Agriculture and Pursuit of
Dreams in Youth” promoted by Council of Agriculture has
successfully helped Bai-Ke Chen and other youths make great
achievements and has reset the spring of agriculture for fallow
farmland in Houlong Township.

Gave up Stable Job to Rebuild His Career
 Mr. Chen worked at a company of traditional industry in Taichung Industrial Park. However, because shift working was bad for his
health and his parents needed
someone to look after, and in
addition, because Council of
Agriculture encouraged youths to engage in agriculture by
promoting the project of “Good Timing for Agriculture and
Pursuit of Dreams in Youth,” he considered giving up his stable
job and returned to his hometown to devote himself to
agriculture, rebuilding his career and livening up the agricultural development of Taiwan.
Persists in Organic Black Soy Beans High Quality
Opens Market
32-year-old Bai-Ke Chen saw that fallow land in his hometown was
large, so he established “Longlian Production and Marketing Division for Black Soy Beans” with his
uncle, Wen-Bao Chen, and other
farmers in 2012. They reject
genetically modified beans and persist in growing the new
species of black soy beans, Tainan No. 5, organically. “The
proper temperatures for Tainan No. 5 to grow and bloom are
between 20℃ and 30℃.

 Soil must be sandy loam containing organic matter. In
addition, the beans have to be fertilized, watered and prevented from pests to elevate their quality,” stated Mr. Chen. Moreover,
food safety is a great concern recently, and it has become a
trend for consumers to emphasize on quality. Bai-Ke Chen said, “so it is the safest to eat what you grow.”
 Bai-Ke Chen indicated that organic farming is really
painstaking. He remembers that once they almost broke down
while weeding, but they still persist in choosing Taiwan's black soy beans because the protein content of Taiwan's black
soy beans is higher than that in imported black soy beans.
Furthermore, he aspires to develop processed black soy bean
rice, tofu, grain powder and miso (bean paste) so that farmers
do not have the pressure of sales promotion and will not be
bothered by wholesalers who lower prices, and he hopes to open a high quality market in the future.

Grafting Pears in Sanwan Township—
Thoroughly Commands Market Trend and Focuses
on Quality to Reach Perfectio
 Top grafting pears of Sanwan
Township are called “Sanwan
pears,” and they are the primary
agricultural products of Sanwan
Township, Miaoli County. The
production period of the fruit is
from mid-June to the end of ,
August each year, and the main breed is sweet and juicy
Oriental pears. The fruits of this kind of pears are large, and
they have over 12 degrees of sweetness. Better quality buds of Japan's Oriental pears are used, and farmers of top grafting
pears in Sanwan Township grow them with care to elevate their quality, and they reduce grafting amount to ensure that each
pear can receive the best care. Farmer Xian-Fang Chen,
secretary of the tenth production and marketing division for top grafting pears of Sanwan Township, said, “to command the
market trend, we pay great attention to quality. To ensure the
quality, sweetness and texture of the pears, we reduce grafting amount adequately to enlarge their added value and to truly
meet the demand of the market.”

Cultivate Strong Trees with
Reasonable and Friendly Farming
 Each June and July are the best months to pick the pears. In
addition to valuing the quality of
the fruit, members of the division also pay attention to the friendly
use of orchards. They not only
use organic fertilizer to improve
soil, but also cultivate beneficial microorganisms in soil. Under
the environment of excellent and healthy soil, the roots of pear
trees grow strong, and it is not easy for the healthy and
flourishing grafting pear trees to be destroyed by pests.

 In October, base fertilizer is sprayed (soil preparation, boring and pit application); in November, branches are trimmed
(pruning of bad branches); in December, grafting is conducted
(grafting of pear buds on grafting pear trees); in January,
pollination is carried out (artificial pollination or natural
pollination); in February and March, fruit thinning is conducted (at most three young fruits are kept on one pear branch), and in April, packaging is carried out (to prevent pests and protect
fruit). No matter sweetness, water content, look, freshness or
the translucency of the pulp, the meticulous process makes
consumers enjoy high quality, juicy and sweet top grafting pears which have won the hearts of numerous faithful customers.

Learn from Each Other to Make Progress
 The tenth production and marketing division of top grafting
pears in Sanwan Township won the award of 2013 National Top Ten Excellent Production and Marketing Divisions, and Ri-Dong Lin, the leader of the division, said happily, “it was because
farmers made the office their second home! The regular meeting held on the sixth of each month had 100% of attendance rate. In the meeting, members always talked about their planting skills,
shared their opinions and even guided others. Several members also knew how to set up websites to market Sanwan pears.
Everyone cooperated, and I think this was the main reason that we won the award of National Top Ten Excellent Production and Marketing Divisions.”
Sell Good Products Only with Great Achievements
 Although the growing area of
the tenth production and
marketing division of top grafting pears in Sanwan Township is only 16 hectares, they still grow high
quality pears. The 15 members of the division open their orchards
for tourists to pick fruit, and they have set up websites and blogs to introduce their products, which have attracted many
sightseers to purchase the fruit from them and won the praise of Internet users.

The Beautiful Encounter of Chinese
Tea Plant and Smaller Green Leaf-hopper –
Dongfang Meiren Tea
 Smaller green leaf-hoppers (Jacobiasca formosana) are most active during May to July every year. They are the most
important helper during the production of Dongfang Meiren tea
which is also known as Oriental Beauty tea. They are like angels for farmers planting Dongfang Meiren tea. Tea leaves eaten by
smaller green leaf-hoppers will have a flavour of naturally
ripened fruit and can make mellow tea. Smaller green
leaf-hoppers can be seemed as the quality assurance of top
Dongfang Meiren tea.
 The Smaller green leaf-hoppers suck the phloem juice of tea
buds which called 'Zu-xian' (literally: beaten). Famers then pick
those buds with two leaves. After fermented, the tea leaves will have a mellow, unique flavour with fruity and natural honey
aromas and that is the top among tea – Dongfang Meiren.
How to make fine Dongfang Meiren tea
 Dongfang Meiren is probably the most popular tea this
summer. The tea is brewed with temperature 75℃~85℃ for 5 to 6 minutes. Filter the leaves out before drinking. Reddish colour, mellow taste and warm temperature of tea make people feel
satisfied and happy. Try to add some brandy into the tea.

 The taste will be blended with wine and natural honey aromas that makes the best of tea. You can also make cold-brewed iced tea with Dongfang Meiren and water (1:50). After cooled in the
fridge, the iced tea will have a unique sweet flavour which is
wonderful for hot summer days.

Welcome to Tea Tasting
 Northern Region Branch of Agricultural and Food Agency said that the third competition of national Dongfang Meiren tea also
known as Pong-hong (bluffing) tea is advised by the agency and held by Taoyuan County Government. A total of 604 tea samples were received from Taoyuan, Hsinchu, Miaoli, New Taipei City,
Taichung and so on. The evaluation result was released on 24th of July. Deng Guo-Quan, the farmer from Toufen Township,
Miaoli County has won the first prize again. To promote Taiwan's Dongfang Meiren tea, Taoyuan County Government held the
third National Dongfang Meiren Tea Award & Marketing Expo (第三屆全國東方美人茶頒獎及行銷展售活動)in Hakka cultural hall of
Taoyuan County on 11th of Aug. We warmly welcome people
who love tea tasting to come and shop. Let's taste the most
popular tea in this summer together.

Agriculture and Food Agency Conducts Random
Inspections on Rice Sold on Market for Consumers
 In accordance with the sampling results of small-packed and
organic brown rice sold on the market proclaimed by Consumers’ Foundation, Chinese Taipei, today (July 5th), Agriculture and
Food Agency, Council of Agriculture, Executive Yuan indicated
that according to the results of the foundation, pesticide residue and heavy metal contents in domestic rice conformed to National Standards of the Republic of China (CNS). The agency will
conduct random inspections on rice sold on the market
to maintain consumers’ rights and benefits due to falsely marked qualities, standards and grades of brown rice sold on the
market.
Agriculture and Food Agency Conducts Random
Inspections on over 1,000 Items of Rice Sold on
Market Annually
 Agriculture and Food Agency illustrated that to maintain the
rights and benefits of consumers and the qualities of rice sold
on the market, regular and irregular random inspections are
conducted annually on rice sold on the market, and that the
results of the sampling are announced on the website of the
agency. Over 1,000 items of samples are inspected each year.
An improvement notice will be mailed to companies with
unqualified samples, and they will be listed on follow-up
management. A fine of NTD 30,000 to 200,000 will be charged if no improvement is done by deadlines.

 The first quarter of this year (2013), 245 items were inspected, and 26 of them had unqualified markings (accounting for 11%)
and 12 had unqualified qualities and standards (accounting for 5%). 31 correction notices and 6 fine notices were issued to
those unqualified. Moreover, city and county governments
irregularly inspect 100 items of organic rough rice in paddy
fields and organic rice sold on the market respectively, and
dealers will be requested to take products off-shelf once
pesticide residue is discovered, and they will be fined between
NTD30,000 and 150,000.
Strengthening Sanitation and Safety Inspection for
Domestic Rice
 Agriculture and Food Agency explained that it holds seminars on pesticide monitoring in paddy fields and pesticide safety
knowledge for farmers each year to control the sanitation and
safety of rice from its production source. According to the
inspection results of 20 items of brown rice announced by
Consumers’ Foundation, Chinese Taipei, they all conform to
CNS for rice on pesticide residue and heavy metal contents,
which shows that the domestic rice harvested two crops a year
is sanitary and safe, and therefore, consumers can purchase
and consume more.

Unqualified Products to be Intensively Inspected by
Foundation
 Agriculture and Food Agency demonstrated that 13 products
with unqualified qualities, standards, grades and markings will
be listed as intensively inspected items. For any unqualified
items, dealers will be penalized as regulated and be supervised to improve to maintain the rights and benefits of consumers.
Agriculture and Food Agency is thankful that Consumers’
Foundation, Chinese Taipei has checked on the qualities of rice sold on the market to safeguard the rights and benefits of
consumers.

Qualities of Social Relief Provisions Conform to
Second Grade of CNS for People to Enjoy Them
at Ease
 Agriculture and Food Agency, Council of Agriculture,
Executive Yuan emphasizes and ensures the right to life of the
disadvantaged, and it actively assists local governments to
conduct social relief and to provide new “ government rice” that conforms to second grade of CNS for receivers to enjoy it at
ease.
Rice Should be Preserved in Cool and Dry Places to
Avoid Direct Sunlight
 Northern Region Branch, Agriculture and Food Agency
indicated that it is hot summertime, so users of relief provisions should consume them as soon as possible and pay attention to
the preservation of the food. If it cannot be consumed soon
enough, it should be placed in cool and dry places to avoid
direct sunlight. If people want to preserve the food for a longer
time, they can place it in the refrigerator to inhibit the growth of rice weevils.

Providing Relief Rice to Take Care of Disadvantaged Groups in Society
 The region branch demonstrated that providing new public rice to assist local governments to conduct social relief is an
important policy of governments which lets disadvantaged
groups in each corner of the society acquire basic care. Free
new public rice is provided for local governments to conduct
social relief to help 10 groups such as low-income households, middle and low-income senior citizens with life allowances,
children and teenagers or the disabled with benefits and
subsidies, special families, senior citizens who live alone,
aborigines, economically disadvantaged families, subjects
sheltered by social welfare organizations and subjects that are
approved on the basis of related laws and regulations by directly administered city governments or county (city) governments.
